Strategic Risk Policy®

Strategic Risk Policy®

Strategic Risk Policy® moves leadership attention upstream – from recognised risk events to the vulnerabilities, dependencies, assumptions and consequences from which future risks may emerge.

Strategic proposition

Above and before risk management

Strategic Risk Policy® was designed and introduced by the Australian Risk Policy Institute as a new approach to risk in leadership, decision-making, policy formulation and implementation. ARPI describes it as operating “above and before” risk management while complementing it.

The distinction matters. Risk management is essential once risks can be identified, assessed and treated. Strategic Risk Policy® asks an earlier leadership question: are the vulnerabilities, dependencies and changing conditions that may generate future risk being recognised soon enough for informed and pre-emptive decisions to remain possible?

ERPI applies this Strategic Risk Policy® foundation in European and international contexts and develops ERPI frameworks for systemic conditions in which consequences can propagate across organisations, sectors, infrastructure and borders.

Leadership lens

Four questions before probability dominates the discussion

What is vulnerable?

Identify dependencies, assumptions, exposures, fragilities and points where essential function may be compromised.

What could activate the vulnerability?

Examine threats, threat actors, changing external conditions and interactions that can convert potential exposure into realised risk.

What consequences matter?

Assess direct and cascading consequences across systems, not only immediate organisational loss.

What should leadership change now?

Translate awareness and anticipation into policy, protection, resilience, investment and decision architecture before options narrow.

ERPI application

3°C World Strategic Risk Policy™

ERPI’s 3°C World Strategic Risk Policy™ framework applies this upstream strategic logic to a planning environment shaped by interacting climate, geopolitical, technological, economic and institutional pressures.

It does not replace Strategic Risk Policy® or alter its ARPI provenance. It is an ERPI framework built on that intellectual foundation for a specific contemporary strategic operating environment.
